Chelsea have avoided a suspended points deduction after successfully appealing part of the Football Association’s sanctions over historical breaches relating to payments made to agents and third parties.
The Blues have been fined ยฃ10 million and handed a suspended ban on registering new players for two transfer windows after admitting breaches of FA regulations between 2009 and 2022. However, a six-point deduction, which had been suspended until 30 June 2027, was overturned on appeal.
The case stemmed from an internal review conducted after Todd Boehly and Clearlake Capital completed their takeover of Chelsea in 2022. The club voluntarily reported 74 alleged breaches of FA rules discovered during the due diligence process.
Chelsea admitted making ยฃ47 million in undisclosed payments to unregistered agents and third parties in connection with player transfers between 2011 and 2018. Those payments formed the basis of the disciplinary proceedings brought by the FA.
Despite the sanctions, Chelsea avoided what could have been a significant sporting punishment after the appeal panel set aside the suspended points deduction. The transfer ban will also remain suspended, meaning it will only take effect if the club commits further breaches during the relevant period.
The FA confirmed the investigation is not yet fully complete, adding that it is continuing to examine the conduct of individuals connected to the case.
“The FA is continuing to investigate individual misconduct arising out of this case,” the governing body said in a statement.
The outcome brings greater certainty for Chelsea ahead of the new season, with the club free to continue registering players while remaining subject to the suspended transfer sanction. The financial penalty, however, concludes one of English football’s longest-running regulatory cases, covering transactions that predated the current ownership.
